Before you can start with energy upgrades, you need to find out why your home is losing energy. Over 75% of Portuguese residential buildings have an energy rating of C or less, and roughly 17.5% of the population struggles to heat their homes, according to the European Commission.

The cheapest and easiest way to check is to feel for drafts coming through the doors and windows, and around the shutters during a cold, windy day. Try to warm up your house, and notice whether any heat escapes through cracks in the wall or the attic.

If you are interested in buying a property, check to see Portugal’s Energy Performance Certificate (EPC – Certificado Energético). The energy rating scale varies from F (poor) to A+ (exceptional). The higher the rating, the better its energy efficiency.

If energy prices are not going down, there could be a combination of issues working against you, such as inefficient heating systems, droughts, poor insulation, damp and mold buildup. The good news is: These problems are fixable and require specific upgrades.

With a €5,000 budget, the best energy upgrades are the ones that keep the heat where you want it — out in summer and in during winter. Here are the top renovation options that can help you stay within your budget.

Seal gaps and draught-proof

The cheapest way to improve energy efficiency is to seal gaps and draught-proof your home. Use silicone sealant to close gaps and joints, adhesive weatherstripping around windows and doors, and door sweeps along exterior-facing thresholds.

These upgrades can cost roughly €150 for a home with five windows and are easy to install over the weekend. However, prices vary based on the property’s size and the scale of the upgrade.

With a simple upgrade like this one, you can reduce the draughts and keep the indoor temperature comfortable, so you don’t rely on your thermostat too often.

Insulate the attic or roof

This is the best upgrade for a house or an apartment building on the top floor. In winter, the heated indoor area rises, so if the ceiling or roof is not properly insulated, heat will escape. Improving the insulation keeps the home warmer for longer.

Installing insulation boards in the roof void or blown-in mineral wool can cost anywhere from €1,000 to €2,500, depending on the size of the property.

Improve windows without full replacement

Replacing all the windows in your property can use up your entire €5,000 budget. Instead, we suggest you improve what you already have by choosing the right upgrades.

For example, choose the rooms you use the most and add double glazing to these windows. Another option is to add an internal secondary window, which is more affordable than insulating and changing all the window frames.

This is the easiest upgrade you can make and the most strategic solution for long-term savings. High-quality LED lights often consume roughly 75% less energy than incandescent lamps and last 25 times longer.

Install a smart thermostat

To avoid overspending, we suggest you use your heating appliances with programmable features. Install a smart thermostat for €100–€250, which lets you adjust the temperature and program it to cut the bills.

Add reflective window film

For properties that rely on too much air conditioning, it can be a good idea to install a reflective window film on glass that faces the south during the summer months. An upgrade like this one can cost roughly €200+ for an average property, or a couple of Euros per square meter.

Other Budget-Friendly Energy Upgrades for Portugal Homes

Install solar panels

The Algarve has around 300+ days of annual sunshine. A typical home in the Algarve consumes roughly 6,000 kWh to 8,000 kWh of electricity annually. A 5 kWp solar panel system can create about 7,000 kWh annually in the Algarve’s sunny climate, which can cost about €6,000 and €8,000 to install.

As of 2025, the average electricity price in Portugal is around €0.218 per kWh, including taxes (GPP). With a yearly consumption of 7,000 kWh, a household could be paying €1,526 per year for electricity.

Replace obsolete equipment

Many traditional Portuguese homes have an old gas water heater, which is often the biggest energy consumer. Swapping it with an energy-efficient electric cylinder or a heat pump for hot water can cost €1,500 and €3,000, but can drastically reduce the utility costs down the line.

Shutters for sunlight control

During the peak summer months, you could spend hours air-conditioning the property, and it can still feel warm inside. Cut the energy bills by installing heavy curtains, external shutters, or traditional wooden shutters on the windows.

Energy Efficiency Grants and Tax Deductions in Portugal

Before you upgrade the property, check if there are active programs in your municipality, as they can open and close quickly every year. Portugal’s Environmental Fund portal publishes a list of open and closed programs.

In some municipalities, there can be a reduced Annual Municipal Property Tax (IMI) for real estate with a good energy rating. These are small and highly variable subsidies, which can be worth consulting with your local town hall (Câmara Municipal).

Some of the most talked about programs and tax reductions in Portugal are:

• Efficiency Voucher: It was designed for vulnerable families to improve home energy performance, with a €1,300 voucher plus Value Added Tax (VAT). New vouchers were canceled in February 2026, and the program closed in June 2026. More than 20,000 vouchers were provided.
• E-Lar: This program supported homeowners who replaced their gas appliances with electric ones, mainly water heaters, ovens, and induction hobs. Heat pumps and air conditioning units were excluded. That being said, the second phase closed on 24 March 2026.
• Reduced VAT rate: The Portuguese government offered a reduced VAT rate of 6% from 1 July 2022 to 30 June 2025. This tax incentive included the acquisition and installation of equipment to capture and use renewable energy. Those that were part of it were solar panels, solar thermal systems, inverters, and storage batteries.
