Portugal’s electricity demand is projected to grow 4.5% annually from 2026 to 2035. These growth rates are among the fastest in Europe, all thanks to Portugal’s data center pipelines, according to EDP CEO Miguel Stilwell d’Andrade.
EDP (Energias de Portugal) is a Portuguese electric utilities company, founded in 1976, with its main headquarters in Lisbon.
Portugal already has over 2.6 GW (gigawatts) of data center capacity in development, anchored by the 1.2 GW Start Campus project in Sines, backed by Microsoft’s biggest AI investment projects in Europe.
That growth is fueled by Portugal’s abundant, low-cost renewable power from solar, wind, and hydro, plus its transatlantic subsea cable network linking Europe to the Americas and Africa.
Electricity consumption in Portugal already rose 3.5% year-on-year in early 2026, outpacing the EU average of 2%. According to REN (Redes Energéticas Nacionais), the grid operator, the country recorded 27.2 TWh consumption in Q1 2026.
US Ambassador John Arrigo recently estimated that Portugal could attract more than $40 billion (€34.68 billion) in American tech investment by 2031, which ultimately makes Portugal Europe’s largest hub for US AI infrastructure.

Why Portugal is an AI Data center hub?
Portugal is quickly becoming a strategic European hub for AI-ready data centers, with 2.6 GW of planned IT capacity in the pipeline. The planned data center capacity in Lisbon has increased almost four times than initially expected.

High interest
Lisbon’s planned data center capacity has nearly quadrupled in a year, reaching 1,389 MW (megawatts). That’s up from just 373 MW twelve months earlier, according to Colliers‘ Iberian Region Snapshot report from October 2025 to March 2026.
Operational supply has grown as well, rising from 20 MW to 25 MW following the launch of AtlasEdge’s first data center in Lisbon – LIS001. This is a sign that the pipeline is moving from announcements to active operation.
International connectivity
The biggest data center boom in Portugal comes from Merlin Edged. The joint venture announced plans to construct an IT Capacity in the Lisbon region of up to 1,300 MW. The company is already a candidate host for a future EU AI gigafactory, with 80 MW under construction and due online by Q4 2027.
AtlasEdge has received €253 million in green financing to boost its campus. On the other hand, Digital Realty entered the Portuguese market through a Lisbon-area acquisition near key cable landing points.
Strategic location
The appeal for Portugal’s data center comes from one of Europe’s strongest submarine cable networks. The country uses an undersea cable to connect to North America, Asia, and Africa. This cable lands near Lisbon and offers a major advantage to operators with its low-latency access.
This connectivity is one of the main reasons hyperscalers increasingly view Portugal as EU infrastructure, not just a regional investment.

Portugal recently overhauled how data center projects gain access to the power grid.
