In the last few years, the number of ultra-wealthy residents in Portugal has grown fast, driven by real estate investment, cross-border capital, and a laid-back lifestyle.
As of 2026, Portugal has 725 more ultra-rich residents than it did five years ago. The people who fall into this category have a net worth of at least €25 million, also known as ultra-high-net-worth individuals (UHNWIs).
But what does that mean for Portugal’s real estate market, and where are these individuals coming from? Goldcrest is a local buyer’s agent, and we compiled data from the latest Knight Frank study.
In this article, we will talk about the share of UHNWIs in Portugal, why they’ve chosen to invest and live here, and the main luxury real estate trends that drive their decisions – but most importantly: What that all means if you are considering a property purchase here yourself.
Portugal's Ultra-Wealthy Population: What the Data Shows
Portugal’s ultra-wealthy population has grown by almost 50% in five years, according to Knight Frank’s Prime International Residential Index (PIRI).
In 2021, Portugal had 1,462 ultra-high-net-worth individuals, which by 2026 went up to 2,187. That is a 49.60% increase from 2021 to 2026. The recent study estimates that Portugal’s wealthy population could reach 2,452 by 2031.
A large share of these wealthy residents isn’t Portuguese at all. Foreign buyers chose to relocate to Portugal for various reasons. Beyond the coastal lifestyle, affordability, pleasant climate, safety, and high quality of life, Portugal initially became popular with its tax incentives and the Golden Visa.
The Non-Habitual Resident (NHR) regime was introduced back in 2009. It offered tax benefits for 10 years and attracted many foreign pensioners and skilled professionals. However, the NHR Portugal program was replaced with the NHR 2.0, which became much stricter for highly qualified activities.
As for the Portugal Golden Visa, it remains one of the most popular residency-by-investment programs (RBI) in Europe for over a decade. Although buying property in Portugal no longer qualifies for the Golden Visa, this RBI program is a firm favorite for many ultra-wealthy individuals who want to diversify their investment portfolio.
Based on the Knight Frank study, the changes to the Portuguese Golden Visa and the NHR tax incentive can lessen foreign demand, but are unlikely to stop it.

Where are the ultra-wealthy coming from?
Not all of Portugal’s ultra-wealthy are foreign residents. A large number are Portuguese business owners, particularly entrepreneurs who’ve built successful companies over the years.
Someone with this amount of wealth is often focused on tax planning, protecting their assets, and passing their wealth to the next generation.
Most of the ultra-wealthy individuals are entrepreneurs from Central and Northern Portugal, many working in industrial sectors, such as glass production, textiles, footwear, plastics, timber, as well as new technologies and services.
For many Portuguese entrepreneurs, the post-pandemic rebound created major liquidity events, mainly company sales and private equity exits, that pushed their personal net worth past the €25 million threshold.
Private Equity Exits Are Creating a New Wave of Wealth
Private equity has become a driving force behind Portugal’s growing number of ultra-wealthy residents. These funds invest in privately held companies that can grow in value over several years before being sold at a profit.
For business owners, partnering with a private equity firm is often a way to fund expansion or enter new markets without using personal capital. Based on the size of the stake sold, the fund may play an active role in management or simply provide financial backing and step back.
Business succession leads to more sales
Business succession is accelerating this trend too. More and more entrepreneurs in their 50s and 60s are choosing to sell rather than keep running their companies.
Some are ready to step back, while others are simply drawn in by strong buyout offers. These kinds of deals have become far more common over the past five years. The payouts are often substantial enough to change someone’s financial status overnight.
In one case, a Lisbon-based entrepreneur Paulo Rosado saw his company’s value rocket from roughly €1 billion to €9.5 billion in just three years, after OutSystems raised capital from KKR, Goldman Sachs, Tiger Global, and Abdiel Capital between 2018 and 2021.
A different case happened in other industries as well, including funeral services and law firms, where larger groups are acquiring smaller, independent businesses to expand their market share.
Foreign capital is adding to the trend
Portugal has attracted a wave of remote workers and international investors since the pandemic, many of whom settled permanently after falling for the lifestyle, and a number of them are entrepreneurial, financially secure individuals who’ve since built local businesses.
Portugal’s real estate market has been a particular draw for foreign investment, with buyers from countries like Israel and Turkey targeting cities such as Lisbon and Porto for opportunities to buy and renovate. These property buyers usually have real estate investments back home.
The lifestyle turns many visitors into investors
Lifestyle plays a role that goes beyond pure investment strategy. Wealthy visitors frequently travel to Portugal for short golf trips to Cascais, Comporta, and the Algarve, some arriving by private jet for just a few days.
Many wealthy foreigners go on to buy property in Portugal after experiencing the lifestyle firsthand. The Terras da Comporta development, centered on a championship golf course that opened in 2023, is a clear example of a project that has successfully drawn this kind of international buyer for luxury homes and development plots.

Luxury Property Prices in Portugal: What Buyers Should Know
Portugal’s luxury real estate market attracts wealthy buyers seeking second homes, primary residences, and property investments that would diversify their portfolio.
According to Q4 2025 data from Confidencial Imobilario, the average property prices in Portugal based on the region are as follows:

That means, entry-level high-end properties can cost roughly €6,500 per square meter, while luxury real estate in Portugal can easily exceed €11,000 per square meter.
For many wealthy buyers, the prime ultra-luxury locations are central Lisbon, Cascais, Comporta, and the Algarve’s Golden Triangle (Quinta do Lago, Vale do Lobo, and Vilamoura).
Among the ultra-wealthy, there are both Portuguese buyers and foreign investors. However, there are also celebrities buying homes in Portugal, such as Cristiano Ronaldo, Harry and Meghan Markle, and Nicole Kidman, among others.
Based on the Knight Frank report, Portugal is a leading market for branded residences, with about 1,200 units that account for 30% to 50% of the Portuguese luxury residential market.
Branded residences in Portugal are whole ownership residential properties that are associated and tied with lifestyle brands and prestigious hotels.
They combine luxurious high-end living with managed services and facilities, which attract buyers who value prestige and a “lock up and leave” lifestyle. That being said, Knight Frank’s report is not the only one that puts Portugal at the forefront for wealthy residents.
Global Citizen Solutions, a boutique investment migration firm, published a recent report about the best places to own holiday homes among high-net-worth individuals (HNWIs). In it, Portugal ranks second, with the Algarve accounting for 29.9% of all housing purchases by non-Portuguese residents in 2023.
Lisbon and Cascais vs Europe's Best Luxury Markets
The Lisbon and Cascais real estate markets have become two of Europe’s top luxury property markets for ultra-rich buyers.
They account for over 26% of the luxury housing supply across Europe, while Cascais ranks as the second-most-represented market, ahead of Madrid and London.
That being said, property prices in Cascais compete with Europe’s most expensive markets, considering the average asking price is €7,327 per square meter based on Q4 2025 data.
Political Instability Pushes More Investors to Portugal
Although the Middle East has become one of the fastest-growing sources for new real estate investments, especially Qatar, conflict and geopolitical tensions have pushed many investors to look for safer locations.
Portugal is one of the safest countries in the world, ranking 7th in the 2026 Global Peace Index. Renowned for its low crime rates, political stability, and a Euro-dominated market, it remains a more stable alternative for investors.
Portugal's Wealthy Population Is Estimated to Increase
Knight Frank’s Residential Index estimates that Portugal’s ultra-high-net-worth population can increase 12.10% for the forecast period from 2026 to 2031.
The study also points out that more mobile wealthy individuals who follow the so-called “dip-in, dip-out” lifestyle across different countries are estimated to be the main drivers behind this growth.
